The persons with there big mouth must do so. Before you built on an former grave yard the ground must be blessed first and after the remains have removed than the ground is for the living other wise you and them are one KEEP THAT IN MIND.

I don't know... Maybe the ghosts didn't want to torment or hurt the people, maybe the ghosts don't know where they are and why. They just wander around the land and in the houses.
