They were pinned down, so that probably means they were engaged by a group of insurgents. They called in artillery and they fired 4 rounds. They killed 2 and probably scared the rest off.

Ah I get it I thought that they were only 2 insurgents that were holding out on a building, for that case, well I just think a pair of grenades, the so acclaimed C4 or even better the help of a tank should do the job...

Still I think that using the artillery is too risky you never know when a fellow soldier or a civilian may be passing by and gets killed by the artillery... or even worse a miscalculation (which is rare tho) leading to a group of friendlies or civilians getting killed
