I was looking for this song nearly 15 years. :) I listened it on TV years and years ago. After it I couldn't remember the name of song or singer . :(  Because of my parentlanguage is not english. So it is very difficult to find a song with description . And I found it today. I am replaying it 5 times .

shame about the quality but a great song and a great singer. There was a live performance of this song on here a while back on some US TV show where she sounded and looked great. Hopefully it will appear again at some point
