It is a Bowser crashandcortex. I always figured it as being kind of like duplicates or something that Bowser created to rule all the castles, and then when you finally defeat the last Bowser in world 8-4, that was the real Bowser, or that's just my theory anyway. But yeah, defeating Bowser with fireballs in 8-4 he just turns into a white Bowser.

Actually, he turned into something different either in each stage or each time you beat him. Presumably, it was to show that it wasn't really Bower, but instead a minion transformed by his magic.

Note: only the first bowser would turn into a goomba; subsequent bowsers would show a more powerful unit dying (till the last one, where bowser himself dies).

Also, the last part with the goombas wasn't really a reference to that. It just reminisced of koopas running over goombas, and showed bowser being the final target, since they're rivals. I'ma geek.
