1) Already be pulling the person over for something else (speeding, running led light, etc.)
2) Have significant reason to believe they are illegal (IE, they have no ID or a fake ID.)
It's not convenient in ANY way, it's a complicated bill, and it was made that way to NOT seem racist.

Wow, Adam makes some very good points here (and sheds the correct light on bullshit Seth MacFarlane routinely says and is adored for by those who don't get it).
The best point made there though is that border states should be deciding this -- not some liberal state in the Northeast where they don't have the same issues but feel they can dictate how another state should handle things.

Republicans look at illegals as cheap labor, while the democrats look at them as cheap votes. Until both sides stop extorting the illegals they will never leave. The solution is to punish the employers of the illegals. If the employers are given jail time and heavy fines for employing illegals, then they will stop hiring them, and the illegals will be forced to go back home and wait in line to come into the USA just like everyone else.
