Well people do that quite a lot, but it does tend to insight road-rage. If I were that BMW driver I'd have found a safe spot to slow down and let the van driver over-take, that's the best option.
Overtaking on a bend, naughty of him. Looks like it could be overloaded too, but hard to tell for sure on the video, would make it VERY hard to stop even if he allowed space.
A common tactic of cars here is to let the plates get dirty so that people and speedcams cant pickup the detail.
This is why having an obscured number plate is an offence.
Sadly, like dead lights, fog lights, and all the other minor infractions, the Police at both too busy to pull over every numpty and/or too lazy to do so.
Indeed, those numpties who think that being 2 feet from the back of your car (or worse, motorbike) is going to make you go faster are very stupid. I've been ploughed into on a motorway by someone doing this- of course, MY insurance went up.
hpicheck allows you to check what the model is on the dvla database. And can usually help if you have trouble with say a single letter, M could be N, F could be E etc...
