It relates back to a small group of friends in bands (Neanderthal, Man is the Bastard, Crossed Out, No Comment, Man Pig, Capitalist Casualties), the term was coined by them (or specifically by Matt Domino of Infest) for them. It doesn't originally relate to a specific sound, but just to a group of bands getting brutal together.
