Why is it that if a child lives with their natural parents and the child dies as a result of abuse or neglect it usually takes hours for an investigation to be completed and people to be arrested...but if the child is in the system and the child dies as a result of neglect or abuse it often takes YEARS until there is an investigation? (If any) Why?
