Hey Mike I don't know if you're wanting to leave Texas - but Portland State University in Oregon is liberal, diverse and very anti-oppression focused. Plus the queer population is HUGE-safe to say the queerest next to San Fran. Plus lots of knowlegeable doctors to help with T and a surgeon that does chest surgery. (I'm going to him this December) Stay strong with your family - I know its hard, things get easier with time.
Auburn University in Auburn, Alabama has a transexual mtf professor in the engineering department. Her name is Dr. Gwen Thomas. I live like ten minutes from there and I go to their weekly gay group. I;m the only trans person in the group but it's GREAT!! If you are planning to go to a big University come here. It's an awesome school. And if you want Dr. Thomas's e-mail hit me up and I'll give it to you.
I don't know how it works in the States but my therapist said that I couldn't have chest surgery until around the time I started T and he would prefer at least up to 3 months after starting before having the surgery.
