you tuned the floor tom wrong you dont tighten the tuning rods in a circle motion you do it in a star like pattern so top-bottom-top right-bottom left and so on
probably the easiest way to mount the floor tom would be to take off the floor tom legs and mounts. buy a gibralter 14" tom basket mount. it is attached by the tension rods.
another way would be to put the top head on the bottom and the bottom on the top. flip it. leave one leg mount on and buy a tom arm L shaped ball joint and it can be mounted that way.
I'm sure there are other ways but these two seem the best. hope this answers your question.
Only problem there is, Floor Toms are quite heavy, so depending on your model the leg clamps, and the whole leg brackets are not designed to have the whole weight of that tom in the other direction. It may crack, or even break off while playing it and that could cause alot of problems.
Mounting larger toms is possible, but i'd be careful about how I did it, might want to mount it on both sides or something similar.
Just a voice of concern for what may be a beautiful instrument.
yes you can mount a floor tom on a rack i have seen many sets that have floor toms on the same rack as there high toms im not sure which rack or the name of them but you can just look them up.
use a thicker warmer head. evans ec2 clear or coated, actually evans G2 for top G1 for bottom. if your into coated, old school, ambassador. be sure to stretch the head, CPR style, it gives any head a lower fundamental note. also check the tuning of the bottom head. my guess would be its tuned to high. stretch the bottom head as well.
