The subway design of a vaccum tube and fan is not only possible it's regularly used, but for smaller tubes. My hospital has a "shoot" system which is a network of 5 inch-diameter pipes which are evaccuted by an electric motor and you can send specimens and documents in small "pods" through it to any other part of the hosptial very quickly. All you have to do is increse the scale and Bob's your uncle.

Hmmm, the London underground metro's first section opened in 1863 carrying 26,000 passengers a day, the london sewer system began in 1858 the intercepting sewers, constructed between 1859 and 1865, were fed by 450 miles (720 km) of main sewers that, in turn, conveyed the contents of some 13,000 miles.
Maybe you'd like to somehow weave and spin that into your alien fantasies and realise theres whole world outside the USA regarding history.
