If you go to Lucas Simms' House you can fund a trap door on his roof that will let you go up to see Stocholm. This is for the ps3/360 users.

You can get up there without using a console too. Simply by going into Lucas Simms house through his roof, around the airplace hull and with a calculated jump, you can get over to the walkway ramp Stockholm is on.

Theres always a way to do something without using consoles. :)

no you can also reach this place on xbox 360 and ps3 just go into the sheriff's house and go up the stairs look up the stairs. while you go up the stairs you will see a hatch door to the roof from there just go up the roof to reach stockholm or just basically jump up on top of an item like the vault 101 jumpsuit but it can be done on all systems
