The signalman took too long to put the Semaphores back to the stop. I don't understand how can it take him so long to use the levers inside the signal box?

Right next to the signal box is a multi-story car park and the windows from the stairwell overlook the line and the box

But, if there are facing points beyond this signal, they would be locked in position by this signal showing proceed. The Rules and Regulations say you cannot put a signal back to danger until the last vehicle of the train has passed all facing points beyond a signal. (or something similar)
