it's not just the government restricting private car use in a for-hire situation -- almost every standard auto insurance policy also prohibits for-hire, you need a special policy. but you cant get the special policy until you become a business. and you cant become a business easily. and then taxi medallion/city councils cahoots too. see, it just keeps going round in circles - especially when the government is in cahoots with insurers and big existing businesses.
