Exactly what I thought. 28 days later really was a breakthrough for a zombie genre and was the main inspiration behind the popular games Left 4 Dead 1 and 2.

Just because the zombies are not dead and rising back to life, that makes it low budget?

Because they actually thought about the science behind the infection, and made it more believeable in the fact that the dead do not come back to life, that makes it too grim?
