That wold be a small "tsu" in katakana. Its used to prolong the beginning sound of the third character which is "chi". The word as a whole is ecchi, which I'm sure is familiar to everyone.

I guess it does look like a smiley though. ^^Never noticed!

It's not a smiley face. It's the Japanese katakana character ツ tsu, which is used in that case to draw out the consonant sound in the middle of the word. It says, "Ecchi," literally perverted, slang for having sex.
