Doubtful, I guess Miller was around Snake's age at the Shadow Incidence (I know he's dead). But if he would be as old as Big Boss Snake would have seen the difference between Liquid and Miller. So I doubt that Miller was alive, or old enough to be Kazuhira Miller. Maybe his father or something like that.
