you could do that with one 555 timer and no additional components.Lets see your version. 4017 is cheap to buy and fun to use, so why not use it. The sequncing circuit is on a separate board from the lights so it could be reused on future occasions for different experiments.
I love the fact that he uses a hole-punch to hold the PCB!. To those idiots saying "too many components" the board at the very right corner is most likely a regulator and the decade counter. The one at the middle contains both 555 oscillators... It can all fit a very small board and you wouldn't think it's too big, this is prototyping and for what it's worth he could use any arrangement he feels adequate. So shut the fuck up if you don't know what you're talking about.
