The thing about technology today is yeah, you could create something like this now that really would be arcade perfect, or yeah, have an SD-card to insert and have Mame in there (but having all the buttons would be a pain, so restrict it to joystick or one button games).
The thing is, the commercials I saw recently for it on YT (from back in the day, I don't recall if I ever actually saw them on TV though, just saw the mini-cabs in passing through the store window or in the box at radio shack) make it appear that they just miniturized the arcade cabs (so deceptive!). It's like an LCD game & watch except the little images are light-up in a few colors instead of black on a gray background.
Too bad the processing power of the cell phone is vastly superior to the one in this tabletop machine. It's like comparing a Pentium II to an Altair 8008, assuming the tabletop arcade uses actual programmedc and not discrete/hardwired logic.
I so desperately wanted one of these back in the day, but my parents said no. Of course in that time I was under the mistaken impression that it had arcade quality graphics in that little cab... boy was I naive!

It's VFD (Vacuum Fluorescent Display) not LED. It's a very different technology. I don't think it would have been possible to make a display like this from LEDs back in the day...
VFD games look totally different than this, check out the various VFD videos. This is a kind of LED projection technology, it uses a single bar of LEDs which is projected and rotated continuously on a screen, so it can have a bit-mapped display instead of a hardwired, fixed one. There are better looking projection LED games though, this one is kinda primitive even for these standards. It it was a solid, full-matrix LED display, it would be awfully expensive ;-)
I'm sorry, but you're not correct. I actually have one of these units, and it is most definitely a VFD. It does not have a bitmapped display, it's independant characters that light up in turn.
Hmm....the red color and the flickering made me think it was one of those LED projection games, but yeah, it's too underdetailed. Still, an all-red VFD is a bit unusual...
It's probably the video's fault: it all appears a glowing red/orange/yellow which could very well be how red LED light usually renders, but after seeing another video of this same tabletop pacman there's no doubt. I'm puzzled by the difference in quality between this and the Tomy VfD games, though :-/

It's not all red - the dots and pac-man character are yellow, and the ghosts are red. The score is green.
