This video just shows the ignorance and stupidity / immaturity of some Americans. How disrespectful of these fat, loud and obnoxious Americans. If an Englishman behaved like this in the States by doing burn out's in major American streets, yelling at people, and being generally disrespectful they would probably be shot and the American public would speak of the disrespect with great passion. BUT because it was done by an American in someone else's country it's seen as "funny". Grow up.
