I think infection is the main reason that you can't call this thingy a virus. There is a payload, but I must agree it's a very dumb one. :)
btw, I'm working in Perl on a polymorphic engine. ;) at the moment there are simple things like varchanging, trash/junk, numberchanging and some kinds of codeobscuring, too. The infectionflag is also polymorph, of course. :)

Thats not a even a virus let alone a polymorphic virus.
A ploymorphic virus uses a ploymorphic engine to mutate it's code while maintaining the original algorithm.
all your 'batch file' does is loop and continiously open a cmd window.
you probably did something like this:-
@echo off
:begin
start
goto begin
which is not a virus.
