Becoming a member of a student fraternity during college is voluntairily, but not necessairy. Hazing as a induction is common. It used to be a hazing tradition to shave new coming students at Dutch fraternities. Now the hazings here are much softer and more phsycologically, less physically humiliating.
I heard they cut hairs and painted newcomers still at French and Belgian fraternities, and may be in the US.

Did this take place in the Netherlands? I've heard it said that the Dutch are really mean people; everything that I see seems to confirm this.
