The Black Lanterns haven't risen yet. It was written in the Book of Oa (the "bible" of the Guardians of the Universe) that 6 Corps will rise (Fear, Hate, Greed, Love, Compassion, Hope) and a "War Of Light" will be fought. And then the "Blackest Night" will begin....

In Prophecy of the Blackest Night, it is said that the dead of the universe will rise and go to war with the living.

Many dead superheroes will be Black Lanterns (Martian Manhunter, Earth-2 Superman, Superboy and...Batman???)
