egal procedings are long and drawn out affairs and it takes so long for the prosecution and defence to make their cases. Also Solicitors are paid by the hour (cynical opinion) so why rush things? However the City Council should have imposed a works order to cover the building a year ago. These are questions to be answered - however the main structure is stable, most of those loose bricks have not moved a millimetre over the past 16 months.

Why has it taken so long for this to goto court?
All the time since March 2008 the building has been left unprotected from the weather.
