I think he's funny. A very good character, better than President Dugan in Red Alert 2. This video can also be interpreted as a joke on Red Alert 3 itself for two reasons:

1. They were those, who "attacked" their competitors on YouTube by their short clips (E.g. "Suki says space sucks")

2. He has a steel cage in his basement... LOL. I'm sure he has stolen it right from an MMA company, and Gina Carrano is his cleaning woman there.
