There was a time when the Army was really strict on this but it's been some time since that was changed. As a matter of fact the appointment that my parents are in they are required to wear civvies and not to wear their uniform.
As conditions, challenges and opportunities change, orders and regulations are reviewed and amended. If you want an update to Orders and Regulations see Chosen To Be a Soldier instead.
