Because Illinois is FLAT. They are sliding down a long steep hill. Something Illinois doesn't have. Once they are going 5 - 10mph, they have no way of stopping.
Imagine a road 1/2 mile long that climbs from the bottom to the top of a 40-story building. That's how steep this is. Look on Google Earth if you don't believe it. Type in "1025 East 400 North, Bountiful, Utah". All of the roads are steep in this area. This is the main road. They have to leave it open.

In Utah, people have a stupid mentality. In the snow, they drive like it's rain and almost harmless. Yet, in the rain, they drive like their gonna be sliding all over the place! Learn to drive people. I drive in the snow every year too! I haven't been in one snow related accident yet! Hopefully, never will be.
People, it's easy. Throw the car in neutral and THEN lightly apply the break, you'll probably still slide, yes, but this way your transmission isn't pulling you along as well. It makes stopping much easier. But mainly, just avoid driving on snowy days if you can. That's the best solution to snow day accidents.

The license plates say, "Greatest Snow on Earth" and have silhouette of a skier. Alta Ski Resort, 20 miles away, consistently averages the most annual snowfall in a year...of any place on earth.

Considering the road this is on is a steep STEEP grade. Not only that but the snow hit suddenly and this was only about 15 mins into it snowing.

Utah is a scary place to drive in the snow. I used to live in Draper on top of the mountain and driving down that shit was no joke. 2 mph seams wayyy to fast. And to get back UP... Yea good luck!

Cheap tires (tyres) with "all weather" instead of "snow flake" = expensive waste of time.
Hopefully no broken bones.
Surely someone living on that hill could routinely block it off at the top when it gets icy.
These videos show up every winter and nobody seems to want to stop the "show."
