Somethin eather stoping up tube 4 or your orifice on burner 4. Problably the orifice. The brass price should unscrew from the header and you can check it for trash.
That light doesn't even turn on in ours....We have a similar design except 3 not 4 tubes. Ours just you hear the fan pushing air and nothing else....PM me if someone has any ideas. It's a weatherking natural gas heater.
@ShayneElijah Flame sensor is doing the job correctly. There is no flame in the #4 tube. It appears debris keeps gas from flowing to that tube. Clean out burners with a bottle brush.
@ShayneElijah It's not the flame sensor thats the problem (until you get the flame to go over and flame rod). It's the burner spreader thats probably plugged up that needs to be cleaned so that the flame can spread to that last burner. Blow out the burners and spreaders with nitrogen and check to make sure correct gas pressure is coming into the unit (typically 3.5" W.C) This should solve the problem.
i would remove the supd and disconcet the glow coil and have the gas blow out any debree tha might be in the manifold and clean out the spuds making sure the orifices arent clogged

You might have to pull the burners to get it out though so check it visualy first.

your flame sensor needs cleaning, its not sensing flame and turning the gas off

Your flux capacitor needs to be replaced . It should read 88 millivolts or jiggawatts
