Pardon the late response whilst I correct some of the outrageous comments attached to this archive of excellence.
Firstly, Billy Lloyd is not an 18 year old youth trying to find his way home after a drunken evening. He is a established councillor within the Brentwood Borough, given that I do not feel it is appropriate for anyone of this stature to behave in such a way they would be liable to arrest for drunk and disorderly.
This should be seen a gentle reminder to Billy and all councillors.
I remember the time when I was 18 and I got so drunk that a friend had to carry me home over his shoulder for about a mile. He propped me up against fences and then moved me over like a roll of carpet. It never happened again but it happened. We do not want perfect councillors, we want people who learn from their life experiences. I am sure Billy will not repeat this behaviour as he is now a councillor (he wasn't then) but was he wrong to experience it? No. Judge not, lest ye be judged.
