the meaning is that you know what comes next if you haven't seen what has been before, because if it's turning from red to green the red is still on while yellow is coming up so you see that green will be next. Other way around when turning from green to red you only have the single yellow light as intermediate. But for Germans it just means: HIT THE THROTTLE!!! ;)
