Both the FAA and Cuba Warned the pilots of what would happen, yet they ignored it and flew into Cuban Airspace (which is violating restricted airspace). measures were to be taken, if the planes wouldn't have been brought down all of them would be in US Jails at this time with a no flight warrant.
