It's always been my belief that the Romans had a semaphore system throughout the empire so that the emperor in Rome would know within a few hours anything that happened anywhere in the empire. I have no proof of this. It's simply based on the fact that the Romans were very smart, practical people so it seems natural to assume that they did.
