i think, it's because the dispatcher is like a radio or something. you notice there's always a little 'zz' sound as he turns round to give the tugs their orders, and can only be spoken to from one side?

I noticed something. There are two characers in TUGS and TT, both by Robert D. Cardona, named Lillie. The are both lights. TUGS- Lillie Lightship, TT- Lillie Lighthouse. :)
