If every plate is energised without a voltage drop across the neutrals, you get heat instead of gas output. More heat=more amps=more heat. Boiling electrolyte is really bad for any engine. Extremely inefficient use of energy. Safety issues come to mind when a thermal runaway condition is observed. Cell contacts will eventually heat up enough to explode the gas output destroying the cell not to mention all the electrical devices hooked up to it (alternator, battery, PWM, etc). You get the point.
12v x 30A= 360W
360W for 34Seconds = 12, 240 Joules Of Energy
1 Litre Of H2 (you have O2 in there too, but ill let you off) has 10,550 Joules
It cost you 12,240 J to make < 10,550J
Therefor you lost 2,240J every 34seconds.

neutral plates are a waste of time. for maximum output and efficiency every plate must be electrically polarized.

I am running 3 negatives and 2 positives with 4 neutrals per cell. (total of 4 cells) This configuration seems to work really well.
I ended up with a 4.50 MMW
