code 4 is no assistance needed for the situation. SWAT is only called in by the OFC, When you hear code 10 SWAT is being prepped and ready to deploy. if you hear code 11 SWAT will be to you in half and hour or less.
If he really told you to call 911 and tell them you'd be on the street filming with a knife, it was so the cops would be sent out and he could get you into trouble. There are specific ways to advise the cops you'll be filming with weapons in public, and that usually involves filling out forms and having a (paid) officer present. Not just some Joe Schmoe calling 911. He was trying to get you in trouble.

It's fair to say that in a vast number of states they are not considered lethal weapons. Sai's are different, and I've never seen them addressed by name in law, so I would assume they are classed as knifes or swords, and would be a completely different matter.
Last year me and a couple friends last year were filming a movie for class in my buddy's neighborhood, and we had a bunch of obviously fake star wars guns, I mean they were orange. Someone called the police and reported it as man with a gun, and we had 3 cars respond to us, and then another 5 or 6 cars in the immediate area ready for backup, they were parked down the road waiting. Once we explained what was going on the officers laughed.
