last point i'd like to mention is, i have gone back and watch some other videos of cpu eradio, i found out that the guy in the left (ben), has some sort of problem with his reasoning, he is not logical with his analyze alot of times, while the guy in the right has a very clear logical mind and present himself very well
with no offense at all, i would suggest ben to take some logic classes, i took some in college and it helps
so the reason why goverment officials are doing poorly, is not only because they are a)low in ability because 1 the system we have do not train politicians since young 2 people who are smart and have soul wont want to work for the government
and also because
b) they are all shameless and care for power instead of people, so when things happen the first thing they think about is whether they will get blamed
now assume some high iq people do enter the government, these people are normally shameless, and are slaves for power, even if they are full of passion in the end, they will all turn out to be slave of power, otherwise they wont succeed, therefore those who succeed in the government are all slaves of power and they are all pretty much shameless, their only aim is to gain power
however, these people who are high in iq in hk, normally wont go into politics, because it is known that you do not earn too much money nor respect doing politics in hk, also you wont be successful even if you have iq, because everything you do has to be under the rules, there is no way you can shine, unlike in some privat companies

香港其實真是國際上一個廷特別的城市，
它的政府既要訂很多重大政策，包括一些別國國家政府才需要決定的政治決策。
在這情形下，香港政府官員尤其要有才能，方能勝任。

續)但另一面廂，這個政府又是寄人離下，下決定時往往心怕逾權、得罪中央，亦時常被中央干擾。這使得官員們做事時風聲鶴唳，怕東怕西，最後總是不能交貨。(我常覺得，有些官員並非真的很蠢，但就是膽少，恐懼之下做錯事，結果顯得他們很蠢。)

轉個角度，中央亦樂見一些不會逾越的人擔任政府官員，這使得任職政府官員的常是比較安份、循規蹈矩甚至迂腐的人。(偏偏有能力的人，又常是不安份的)
此消彼長，政府官員決策經常出錯，民望下滑，繼而連小事(如部門日常運作)都備受質疑，處處碰釘。

其實有志從政之士他們是有理想的，但因怕出錯的心態往往令到他們在作出決定時卻步。這些官員一旦接受了這種怕出錯的文化，久而久之整個部門都驚怕意外發生自己的部門內，於是發生"你推我，我推你"和"唔關我事"的情況。

在這點上，社會市民一方面應給予正面的支持給做事的部門，或者給予更多體諒給政府部門。但另一方面，對一些明顯想逃避責任，甚至做錯決策後失蹤的官員，社會市民便應加以譴責，不應輕輕放過!

valid points in general
apart from the point about hk government officials, they are dumb or act poorly has nth to do with their academics ability
in general people with better academic ability has higher iq, this is true, so cant blame the government for picking higher iq people
