what about if you did it the other way around, like doing them on stairs

It doesn't matter what your feet are on. It's about how high your feet are. He higher the feet the more upper chest and shoulders work.

by doing this, is it more focused on the upper or lower part of your pecs?
This is more of the upper part of the chest. Very little to non of the lower chest is working.
