If that's the case you would get those people in any society- including Latin ones. Maybe people are cold with you, because you have a bad attitude to their culture. If you are living in Germany, you should respect German culture. Europeans, especially Northern Europeans such as Britons and Germans like their personal space but that doesn't make them cold people.

Man I didn't have a bad experience here in Germany, I told that is very a great country and I know that the cultures are diferents, but every country have a reason for "free hungs", 4 example in colombia is because there are a lot of drug traffickings, and most of europe do the free hugs campaing cause the people are "cold" and you can ask all latin people about this and then tell me what they say, you can't give your opinon about it because you dont know how the people is in latinamerica.
