It's the Roma community parties, NGO's who should educate their own people, encourage them to go to school, stop them from getting married when they are 14, etc. The traditional Gypsy way of living does not fit European values, so nobody should try to destroy their cultural identity, however it's been some time since the Gypsies left central India, so it's time for the Gypsies to wake up, get civilized, start getting jobs and living an honest life.

The Romanian government is responsible for these Romanian citizens and for the problems they cause in other countries. @seonidh they could have chose to integrate in the romanian society, give theire children a propper education, for needy familyes (like many of the gypsy families are) the romanian government provides school suplies so that they could send theyr children to school without worring about how they will pay for it. Also education is free untill college so there is nothing stoping them from getting at least a highscholl degree, but some gypsyes parents chose ...

I would have to say with the roma its learned helplessness they do not trust your society and refuse/cant educate their children. From the outset they were shunned and pushed to the gutter and over the centuries learned to distrust you then polarized around their mentality. Poverty, crime, distrust on both sides I'd say its 50/50.
