This actually looks like potential food allergies. If the dog scratches it could be allergic to anything from corn to beef. It's worth figuring out, as allergies can predispose pets to hair loss, skin and ear infections, and digestive problems. It's such a simple thing to fix, too, and will make your pet SSSOOOO much happier and more comfortable!
My dog does that not sure why though maybe she just likes to ?

my dog has seizures but that is not a seizure that just means your dog smells something that smells good there and its signalling

thats not a seizure he is rubbing his back my dog had a real one yesterday if they have a seizure then the pee uncontrollably and throw up
