The two gauges read different things. The higher pressure cylinder contents(should be ~2000 psi when full.) The other is calibrated in CFH (cubic feet per hour) as you note. This flow is set by a very small orifice in the outlet (probably 0.020 to 0.025.) I estimate the pressure your setting is about 30 to 40 psi to flow 25 CFH. As long as it remains above 25 psi, the flow will be what the CFH gauge says. The pressure in the hose is probably only 3 to 4 psi when welding
