Pretty recent. Like in the last 4-5 years or so. That's part of what makes it so hilarious. There's literally no excuse for this low quality animation in this day and age. The show's dvd sales went through the roof because of how bad it was that it became a internet cult sensation in Japan. Makes me wonder what would happen if they tried to make it terrible on purpose.

For the record the manga its based on isn't terrible and by the guy who made Lupin 3. Too bad about this mess.
