When you create a colour in the colour creation toolbar (or I don't know how it's called). you can choose the percentage of ''alpha'' you want to give to it. that decides how mush the colour is transparent. from there, you just have to make a circular gradation of colour with the colours of fire and, for every colour which moves away from the centre of the circle, augment or diminish the level of alpha. Then, put the circle behind fire and make it become bigger or smaller with a motion tween.

make what u want to glow a symbol. go to filters (with it selected) click the plus sign and click glow and there are different settings for it depending on waht u use it for....

Do you speak about the "send" or "don't send" pop-up? if yes, I'v got the same problem. just try to save your work often so you don't lose a lot of your work when it comes.
