The "blue dot" is a dead or stuck pixel on your camera's image sensor. Sometimes they come and go, but usually they are unfortunately permanent.

That really sucks. strange thing is that it moves....
Is that just image stabilization moving it?

@cheeseboat15 Yes, image stabilization will cause the pixel to appear to move, due to how the stabilizer shifts around the visible area of the image sensor.
