China has the safest society that I ever had the pleasure of visiting, twice. I don't believe "human rights" is even the best term to describe this issue. It's more of an issue of adapting to rapid changes in a society of 1.4 billion. The PRC cannot please everybody all the time and I believe is trying hard to find the right balance to satisfy the majority of the citizens needs. But China is undergoing rapid changes which makes this uneviable task even harder. Patience is key.
