Ask a medical professional. They all agree that there are no permanent effects of smoking marijuana either positive or negative. If there are any permanent effects it is due to the learned behavior that is imprinted on a child growing up without proper structure.
I feel that the best action in this case would have been to have a court order forcing those involved to go to a seminar to teach them about the possible risks of allowing their children to smoke marijuana and regular home evaluations through child services to ensure they don't try it again.
If they were to educate them & then maintain a regular home evaluation, then I don't think they'd try this again.
