@catleeena Flandre chooses to stay down there. It's just a habitual thing of hers. After being locked down there for 400+ years, you get used to it and normally don't leave. Flandre could probably leave if she wanted too, but Remillia would probably stop her.

Perhaps Reimu/Marisa were just unlucky to stumble into that basement...
