@ShanaCarr this video is almost 20 years old, tazers weren't as prevalent then as they are now. infact, most police depts wouldn't buy them because the early tests and field results were extreamely poor and generally police ended up still having to use a baton or pistol after the taser failed (i.e. rodney king). usually due to battery problems. fast forward to today... that trooper probably would have lit the old man up.
