Altera: All you would need is a chip to drive the VGA signals out from the board and to interface with the display (LCD Controller IC). The Nios II Embedded Evaluation Kit, has a reference design that will help you to get started with who the end system can be architected.

So are you saying that we can put two timers in the chip and maybe an 8-bit register or two, or whatever we like?
Altera: Depending on the availability of Logic in the programmable devices, it is possible to put these AND many other peripherals and build a custom fit solution.
