We are on a concrete slab ground floor so we should be just fine :)
I understand the overflow portions for sump etc. but there are those other holes in the display part. Is that for more return? because there are return holes at the top of the overflow as well.
Vinegar is ok for fish stuff?

@Chargeglass certainly is. Some people actually dose it as a carbon source for bacteria to feed on.

I actually sold the panworld for 100 bucks to get money towards the skimmer. I think I will be using 2 of those gen-x pumps

The holes in the bottom of the tank that are NOT in the over-flow box are for a closed-loop.
The holes in the top of the Euro-Brace are for return lines, or inlets for your closed-loop (while the bottom would be the CL drains).

ya...and the piece in the middle is your overflow box with the return sumps go through the holes

Ya the holes are for your sump, and returns. Styrofoam insulation makes a good noise dampener.
Make sure your floor can hold the weight :P 150g display with sump and equipment, that's roughly close to 2000 pounds.

Those could be for a closed loop flow system, maybe.
